Dear Chairman Chung & Council Members:
Aloha kaua. My name is Frank Sayre and I am writing to you regarding the
appointment of Mr. Mark Van Perris, Esq., to the Hawaii County Leeward Planning
Commission. Admittedly, I know very little about the land use planning process.
However, I have known Mark since the mid 1970's.
Initially our relationship was adversarial and involved the custody of my two small
children. Since then we have become friends. A large part of this was due to the tragic
accidental death of my son. Mark had also experienced the tragic accidental death of his
son earlier. We were still somewhat estranged at that point, but he reached out to me as
one devastated father to another and offered guidance and solace. I have seen that caring
expressed in other ways as well throughout the years.
We served together on the Management Advisory Council of the Hawaii Health
Services Corporation. The mission of this volunteer group was to achieve better
healthcare for the West Hawaii community and to be liaison between the community,
HHSC and Kona Hospital. Mark worked tirelessly on behalf of the hospital and the
patients. We have both been involved with public testimony before different
commissions and legislative bodies throughout the years. His position was never for
personal gain but for the benefit of our Big Island people and our unique culture. He has
never shied away from controversy in the interest of doing what's best for Kona, and his
knowledge of the land, history and the law is very impressive.
I would highly recommend Mark for appointment to the Hawaii County Leeward
