RESOLUTION NO. 478 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND WAVE
RIDERS AGAINST DRUGS TO ASSIST WITH EXPENSES ASSOCIATED WITH THE
WEST HAWAII COMMUNITY BEACH CLEANUP.
WHEREAS, Big Island Wave Riders Against Drugs is a 501(c)(3) nonprofit
organization that promotes education and community awareness on the importance of a clean
environment through participation in community projects; and
WHEREAS, Big Island Wave Riders Against Drugs is cosponsoring the West Hawai`i
Community Beach Cleanup with numerous organizations and community groups; and
WHEREAS, the West Hawai`i Community Beach Cleanup is scheduled for March 7,
2020, and will include County and State beaches stretching over 60 miles of coastline from
Puako to Miloli`i; and
WHEREAS, Big Island Wave Riders Against Drugs is requesting funds to purchase
trash bags, gloves, food, and drinks for the volunteers of this event; and
WHEREAS, one of the goals of the Department of Liquor Control is to support alcohol-
and drug-free events that provide a safe and healthy environment for learning; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Department of
Liquor Control to provide a grant to Big Island Wave Riders Against Drugs to assist with
expenses associated with the West Hawai`i Community Beach Cleanup.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
