RESOLUTION NO. 479 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
WAVE RIDERS AGAINST DRUGS FOR THE WEST HAWAII COMMUNITY BEACH
CLEANUP.
WHEREAS, the Big Island Wave Riders Against Drugs is a 501(c)(3) nonprofit
organization that cosponsors the Big Island Community Beach Cleanup with the County of
Hawaii and other community organizations; and
WHEREAS, the Big Island Wave Riders Against Drugs promotes unity through drug-
free group participation, as well as community awareness on the importance of keeping our
beaches clean; and
WHEREAS, the West Hawai`i Community Beach Cleanup event is scheduled for
March 7, 2020, and the community will be cleaning all County and State beaches between
Puako and Miloli`i; and
WHEREAS, the Big Island Wave Riders Against Drugs has requested funds for trash
bags, gloves, lunch, and goodie bags for all volunteers of the West Hawai`i Community Beach
Cleanup; and
WHEREAS, the Department of Liquor Control supports drug-free events and activities,
such as this beach cleanup initiative, that encourages our youth to get involved in the
community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Liquor Control to provide a grant to the Big Island Wave Riders Against Drugs to assist with
expenses related to the West Hawai`i Community Beach Cleanup.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
