RESOLUTION NO. 49S 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO COMMUNITY FIRST
INC. TO ASSIST WITH ITS INAUGURAL "KNOW YOUR NUMBERS" BLOOD
PRESSURE AWARENESS CAMPAIGN.
WHEREAS, Community First Inc., a 501(c)(3) nonprofit organization founded by Barry
Taniguchi, is dedicated to helping Hawai`i Island's people realize that healthcare is caring about
health and not just treating disease; and
WHEREAS, Community First Inc. is launching its inaugural "Know Your Numbers"
blood pressure awareness campaign that aims to end high blood pressure in Hawai`i by educating
our community about high blood pressure and hypertension, which are the leading causes of
death in the United States and affects about one third of the adult population; and
WHEREAS, Community First Inc. is seeking funds to assist with campaign marketing,
media buys, printed collateral, incentives for participants, as well as educational and outreach
activities such as free blood pressure screenings at worksites and community venues throughout
East Hawai`i; and
WHEREAS, the Department of Liquor Control supports drug- and alcohol-free
programs that contribute to the health, safety, and welfare of Hawai`i Island community
members; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to Community First Inc. for expenses associated with its
inaugural "Know Your Numbers" blood pressure awareness campaign.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and the Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
