RESOLUTION NO. 496 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE EAST HAWAII
CULTURAL COUNCIL FOR REIMBURSEMENT OF EXPENSES ASSOCIATED WITH
THE 2ND ANNUAL LIVE ALOHA ART FESTIVAL.
WHEREAS, the East Hawai`i Cultural Council ("EHCC") is a 501(c)(3) nonprofit
community organization that provides an inclusive platform for the expression of art and cultural
diversity of our Hawaii Island community through exhibits, performances, and education; and
WHEREAS, the EHCC along with the New Alchemists hosted the 2nd annual Live Aloha
Art Festival (LAAF), held January 10-12, 2020, which featured puppet making workshops, a
peace parade, a 24-hour play festival and songwriters showcase, and a film festival; and
WHEREAS, the New Alchemists is an artist collective building power and possibility for
diverse communities through theatre, film, and music; and
WHEREAS, the New Alchemists instigates exchange and collaboration between artists of
different disciplines both on and off-island with the intention of providing support and
opportunities to emerging and non-traditional artists; and
WHEREAS, the EHCC is requesting reimbursement of expenses for this event associated
with marketing, media buys, printed collateral, supplies, and securing the venue; and
WHEREAS, the Department of Liquor Control supports drug- and alcohol-free programs
that contribute to the health, safety, and welfare of Hawai`i Island community members; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to the East Hawai`i Cultural Council for reimbursement of
expenses associated with the 2nd Annual Live Aloha Art Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and the Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
