RESOLUTION NO. 500 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE PANIOLO
PRESERVATION SOCIETY AS REIMBURSEMENT FOR EXPENSES RELATED TO
ITS ANNUAL PRODUCTION OF OLD HAWAII ON HORSEBACK.
WHEREAS, the Paniolo Preservation Society is a 501(c)(3) nonprofit organization that
is dedicated to preserving and perpetuating Hawai`i's living paniolo heritage as it is a significant
part of the history of Hawai`i; and
WHEREAS, the Paniolo Preservation Society held its annual production of Old Hawai`i
on Horseback on September 14, 2019, with the theme "Na Wahine Holo Lio," which included a
cast of over 100 riders and horses costumed to portray our 19th century ancestors, the Hawaiian
monarch era, famous Hawaiian cowboys and their families, and the descendants of early Big
Island ranchers to celebrate the heritage of the paniolo; and
WHEREAS, the Paniolo Preservation Society has requested financial assistance for a
reimbursement of expenses relating to its annual production, including expenses for advertising,
special fabric, and sewing supplies and services; and
WHEREAS, the Department of Research and Development supports this project as it
increases the economic contribution of our visitor industry to Hawai`i Island, promotes quality
experiences for visitors, and enriches the quality of life for Hawai`i residents; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Research and Development to provide a grant to the Paniolo Preservation Society as
reimbursement for expenses related to its annual production of Old Hawai`i on Horseback.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
