Re: Acceptance of Donation
In accordance with(1) Article XIII, Section 13-12, of the Hawaii County Charter, which
provides that the Council, on behalf of the County, may accept gifts of donations of
money, securities or other personal property or of real estate or any interest in real estate,
and with (2) Chapter 2, Article 30, Section 2-162 (b), of the Hawaii County Code, which
states that a gift or donation of money, securities, or personal property not covered by the
capitalization procedures (of the Department of Finance) shall be submitted to the
Council by letter for its approval, we request the Council's approval of the following
donation:
Thirty-four(34) smoke detectors valued at$523.45. This donation from Hawaii
Alliance for Community Health will be used for the Hawaii Fire Department's Fire
Prevention Bureau's smoke alarm program.
Please send a letter of appreciation to Hawaii Alliance for Community Health, P. O. Box
10508, Hilo, HI 96721. If there are any questions, please do not hesitate to call Melanio
Lorenzo of the Hawaii Fire Department at 932-2921.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawai'i Alliance for Community Health donated 34 smoke detectors to be used for the Hawaii Fire
Department's Fire Prevention Bureau's Smoke Alarm Program. These detectors will be installed by the
Bureau's personnel during their fire home assessments for members of the community (seniors and
disabled) that are at risk of not being able to install one for themselves.

$523.45. THIS DONATION FROM HAWAII ALLIANCE FOR COMMUNITY
HEALTH WILL BE USED FOR THE HAWAII FIRE DEPARTMENT'S FIRE
PREVENTION BUREAU'S SMOKE ALARM PROGRAM.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
