Re: Resolution for Multi-Year Agreement with Arizona State University
Enclosed is a resolution to enter into an agreement with Arizona State University to aid
the County in its intervention of Public Utilities Commission(PUC) dockets and
authorizing the payment of funds for more than one fiscal year for the service. Current
cost of service in FY 2019-20 is $100;000.
The Department of Research and Development requests that this resolution be waived
from Finance Committee and be placed on the February 19, 2020 Council agenda, and
that the Council waive their five-day hold-for-reconsideration period in order to expedite

A. REQUEST:
Pursuant to Hawaii County Charter Section 10-11, the Department of Research and Development (R&D) is
requesting that the Council approve a resolution authorizing the payment of funds from the appropriations of
more than one fiscal year, up to a total of four years, for a multi-year contract for R&D's Contract (No.
c.007686) with Arizona State University (ASU) for professional services provided to the County relating to the
Hawaii Public Utility Commission dockets.
COST: $100,000 FY 2019-20

WAIVE: 5-day Holdover after approval of resolution

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Resolution 134-19, the Council authorized the County to enter into an agreement (Contract No.
c.007686)with ASU. Pursuant to paragraph 4 of the agreement, the term of the contract may be extended by
mutual agreement for four (4) additional one (1) year periods. R&D and ASU mutually desire to exercise their
first option to extend the contract for an additional one-year period and is requesting that the Council
approve a resolution authorizing County to exercise the extension of the agreement (Contract No. 0007686)
with Arizona State University (ASU) for one (1) year for each year, up to a total of four(4) years, pending
availability of an annual appropriation.
The County intends to work closely with ASU as its faculty and staff have years of experience in utility design
and regulatory policy, analysis of new business models and new paradigms, and modeling optimal
engineering and economic solutions with a focus on consumers and communities. ASU will help to review
dockets, identify issues of concern, develop recommendations, and help the County articulate arguments.
ASU would provide this support both electronically, in person, and by attending PUC hearings.

RE: Resolution No. 503-20 : RESOLUTION AUTHORIZING THE OFFICE
OF THE MAYOR TO ENTER INTO AN AGREEMENT AND AUTHORIZING THE
PAYMENT OF FUNDS OF A LATER FISACAL YEAR AND OF MORE THAN ONE
FISCAL YEAR WITH ARIZONA STATE UNIVERSITY
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
