WHEREAS, the County of Hawai`i owns or maintains and operates the following park facilities: Kuawa Park, TMK (3)2-2-032; 003, 004, 008, 019, 087, 088 in the district of South Hilo; and Pahoa_District Park, TMK (3)1-5-002;020 in the district of Puna; and WHEREAS, the Department of Parks and Recreation desires to investigate the benefits and practicability of implementing a turf management plan aimed at reducing or eliminating the reliance on chemical products at County parks; and WHEREAS, Beyond Pesticides, a national, nonprofit 501(c)(3) corporation, has offered to provide soil analysis at Kuawa Park and Pahoa District Park as selected by the Department of Parks and Recreation, in order to evaluate the microbial activity and soil composition at each site and provide recommendations to the Department of Parks and Recreation to develop a viable and comprehensive organic turf management plan, inclusive of training for County employees; and WHEREAS, the estimated value of the soil analysis and evaluation by Beyond Pesticides is approximately $7,500; and WHEREAS, Article XIII, Section 13-12 of the Hawai`i County Charter (2018 edition), provides that the County Council, on behalf of the County, may accept gifts of donations of money, securities, or other personal property or of real estate or any interest in real estate; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII in accordance with Article XIII, Section 13-12 of the Hawai`i County Charter (2018 edition), the County of Hawai`i accepts the donation from Beyond Pesticides to conduct soil analysis and review of turf maintenance practices at Kuawa Park and Pahoa District Park. BE IT FURTHER RESOLVED that the Mayor, is hereby authorized to execute all necessary documents including the Hawai`i County Action Plan, attached hereto as Exhibit A. RESOLUTION NO. 510 20 NT CLERK PERSON & PRESIDING 0 FICER 2 EXHIBIT A Organic Land Management Action Plan Department of Parks & Recreation, County of Hawaii Grantee: Department of Parks and Recreation, County of Hawai`i Contact: Roxcie Waltjen, Director (961-8311) Funding: Cost of Project: $7,500 Funds Provided by Beyond Pesticides: $7,500 To encourage communities to transition to organic land management, Beyond Pesticides will underwrite the cost of this training, if necessary. Beyond Pesticides asks that communities commit at least two public spaces to the action plan. Services to be Funded: 1-2-day (8 hour) training by Osborne Organics [or an equivalent service provider with knowledge and experience in organic turf and landscape management], comprehensive soil testing, site walkthrough, creation of organic land management plan for each site, and technical assistance throughout the transition period. Expected Outcomes Trained staff and administrators—a 1-2 day training for administrators and staff focused on the concepts and techniques to convert traditional and integrated pest management land management, to organic. This training is the first step in implementing a strategy to adopt organic land management practices by: 1. Enabling decision makers to understand the concepts, challenges, strategies, benefits, and outcomes of going organic to equip them to set and implement a new County policy. 2. Preparing the staff and decision makers to participate in the development of a transition plan to be facilitated by Osborne Organics (or an equivalent service provider with knowledge and experience in organic turf and landscape management) to chemical-free management of public lands that will be considered for implementation by the County upon its full and complete understanding of the scope, breadth, requirements, and necessary commitments of the action plan and the County's ability to identify and commit the necessary resources for a reasonable chance of success. With the County's cooperation, the service provider will conduct the following activities related to turf management at each pilot site chosen by the County: • Document existing conditions. • Determine site expectations. • Test soil and analyze nutrient, textural, and soil microbial life. • Assess current and past management practices, both cultural and product. • Review County-provided records of material and product use. • Formulate an organic land management plan to transition each pilot site. • Help develop contract specifications for related work that the County contracts out. • Provide technical assistance throughout the duration of the project (1-3 years). • Assist with any issues the County encounters transferring the knowledge learned from the pilot sites to the management of all public lands.
