RESOLUTION NO. 511 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SELF DISCOVERY
THROUGH ART FOR ITS "RECOVERY, RESILIENCE, RECREATION MODEL OF
WELLNESS" PROGRAM.
WHEREAS, Self Discovery Through Art is a 501(c)(3) nonprofit organization that
utilizes cognitive behavioral therapy, a trauma-informed approach, and "arts as medicine" to
assist community members with resiliency skills and recovery; and
WHEREAS, Self Discovery Through Art's "Recovery, Resilience, ReCreation Model of
Wellness"program is a free, 10-week series of workshops that assists community members with
issues such as depression, trauma, and chronic pain; and
WHEREAS, Self Discovery Through Art provides participants with all materials and art
supplies, as well as the therapeutic support necessary for a successful recovery; and
WHEREAS, Self Discovery Through Art has already conducted three workshop series
dedicated to helping residents impacted by the 2018 Kilauea eruption to process their
experiences through group sharing and art activities; and
WHEREAS, Self Discovery Through Art is requesting funds to purchase materials and
art supplies for its "Recovery, Resilience, ReCreation Model of Wellness" program; and
WHEREAS, the Department of Liquor Control supports drug-free and alcohol-free
programs that contribute to the health, safety, and welfare of Hawai`i Island community
members; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to Self Discovery Through Art for its "Recovery, Resilience,
ReCreation Model of Wellness"program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
