RESOLUTION NO. 513 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SELF DISCOVERY
THROUGH ART FOR ITS "BOUNCING BACK!" PROGRAM.
WHEREAS, Self Discovery Through Art is a 501(c)(3) nonprofit organization with a
mission to normalize lives and restore wellness after adverse life events that alter social and
occupational functioning; and
WHEREAS, Self Discovery Through Art will be presenting a free, six-week program
called"Bouncing BACK!" that focuses on the concepts of recovery, resilience, and recreation
for community members suffering from depression, trauma, and chronic pain; and
WHEREAS, the "Bouncing BACK!"program uses an"arts as medicine" approach to
reduce stress, enrich relationships, improve work performance, and increase life satisfaction; and
WHEREAS, Self Discovery Through Art is requesting funds to purchase refreshments
and art and marketing supplies for the "Bouncing BACK!" program; and
WHEREAS, the Department of Liquor Control supports organizations that promote drug-
free and alcohol-free programs and activities conducted in a healthy and safe environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to Self Discovery
Through Art for its "Bouncing BACK!" program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
