RESOLUTION NO. 51'7 20 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KAHUA PA'A MUA, INC., FOR EXPENSES RELATING TO PROJECT REACH OUT,A SUICIDE PREVENTION INITIATIVE. WHEREAS, Kahua Pa'a Mua, Inc., (KPM) is a 501(c)(3) nonprofit organization dedicated to enhancing communities through economic development, conservation/preservation, and social and educational programs for youth and adults; and WHEREAS, according to the Hawai`i State Department of Health, suicide is the leading cause of injury-related deaths in the State, especially among teens and young adults; and WHEREAS, according to the Centers for Disease Control and Prevention, every state, with the exception of Nevada, has seen an increase in suicide rates, including Hawai`i where it has increased by 18.3 percent from 1999 to 2016; and WHEREAS, KPM, in conjunction with Kaiao Ola Integrative Healing, LLC, has organized a multi-school, suicide prevention project entitled Project Reach Out, which is designed to inspire and foster hope and strength in our youth by building pathways, providing educational and informational resources, and bringing motivational speakers and entertainers to empower our youth to make healthy choices and learn how to reach out when in need; and WHEREAS, KPM is requesting financial assistance to cover necessary expenses, including, but not limited to, accommodations, entertainer fees, audio-visual and sound equipment rentals, refreshments, and supplies; and WHEREAS, the Office of the Prosecuting Attorney supports this project as suicide is sometimes the result of domestic violence and/or substance abuse, and this project fits within the department's objectives to support the community's efforts to prevent domestic violence and substance abuse and improve the quality of life for our island residents; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Kahua Pa'a Mua, Inc., to assist with expenses relating to Project Reach Out. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC -Contingency Relief $5,000 CREDITED TO: 010.271.5271.02 Office of the Prosecuting Attorney $5,000 Prosecuting Atty OCE 115 Misc. Contract Services (Kahua Pa'a Mua, Inc. -Project Reach Out) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
