The Department of Environmental Management requests that this resolution be waived from Finance Committee and be placed on the March 11, 2020 Council agenda in order to meet the requirements and deadline as an official resolution is required to complete the application process. REQUEST: A resolution authorizing the submittal of a second financial assistance application to the Bureau of Reclamation for the Planning, Design, and Construction of the expansion of the Kealakehe Recycled Water Treatment and Distribution System; authorizing the Department of Environmental Management Director to execute all necessary application documents; and authorizing the Mayor to enter into an agreement to accept grant funds. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED The Department is pursuing federal grant funds from the Bureau of Reclamation for the planning, design, and construction of the expansion of the Kealakehe Recycled Water Treatment and Distribution System, also known as the Kealakehe Wastewater Treatment Plant R-1 Upgrade project. The initial application in fiscal year 2019 requested funding toward the planning and preliminary design phases of work. This second application for fiscal year 2020 funds will request additional funding toward the planning and design phases work. Subsequent application(s) will be submitted to request additional funding for construction once the eligibility requirements for that phase of work are met through the planning and design phase. The grant program may award a grant up to 25% of the total costs and requires a recipient cost share of 75% or more. The application deadline for the grant is February 19, 2020. An official resolution is required to be submitted as part of the application process and must be received no later than 30 days from application deadline. Therefore, we respectfully request to have the resolution waived from committee and placed on the next Council Agenda. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter,timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
