Re: Comm. No. 755
Your Committee on Planning, to which was referred Communication No. 755, reports as
follows:
Communication No. 755, dated January 29, 2020, and transmitted by Managing Director
Roy Takemoto on behalf of Mayor Harry Kim, nominates Justin Lee of Council District 3 to the
Board of Appeals. If confirmed, he would serve a four-year term to end December 31, 2023.
Mr. Lee was born and raised on Oahu, currently resides on the Island of Hawaii and serves on
numerous community organizations, including the Hawaii County Bar Association and
William S. Richard School of Law Alumni Association.
Barbara Kossow, Deputy Managing Director for Mayor Harry Kim, introduced the nominee
before the Planning Committee. Mr. Lee stated that he appreciated the Council Members' time
and consideration.
Committee Chair Ashley Kierkiewicz asked Mr. Lee if he was aware of the level of commitment
that the Board of Appeals requires and the intensity of the work, to which he replied that he was
aware. She thanked him for taking the time to serve the County in this way.
Pursuant to Section 6-9.2 of the Hawaii County Charter, the Board of Appeals shall consist of
seven members who shall be appointed by the Mayor and confirmed by the Council.
Mr. Lee was informed that he was not required to appear at the next Council meeting.

Your Committee on Planning is in accord With the purpose and intent of Communication
No. 755, and recommends confirmation of the appointment of Justin Lee to the Board of
Appeals.
