Your Committee on Finance,to which was referred Resolution 501-20, reports as follows:
Resolution 501-20, transmitted by Finance Director Deanna S. Sako, via Communication No. 756 dated
January 30, 2020, authorizes the payment of funds of a later fiscal year and of more than one fiscal year
for a multi-year lease for one multi-function copy machine for the Office of the Mayor. The copy
machine will replace the Hilo office's current machine which is failing to perform. The anticipated
three-year lease will come with a cost of approximately$360 per month.
Council members called Director S. Sako forward to question the high monthly cost of the lease.
Ms. Sako informed Your Committee that the machine is a high performance color copier with advanced
features required by the Mayor's Office. Director Sako also noted that the monthly lease included the
cost of maintenance as well as toner supplies.
Hawaii County Charter Section 10-11 states that the Mayor may authorize a lease beyond the end of the
fiscal year which shall be approved resolution adopted by the County Council.
Your Committee on Finance is in accord with the purpose and intent and purpose of Resolution 501-20,
and recommends its adoption.
