No. 502-20 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 1:09 P.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution 502-20, reports as follows: <br /> Resolution 502-20, transmitted by Finance Director Deanna S. Sako, via Communication No. 757 dated <br /> January 30, 2020,relates to the formation of an improvement district for the construction of public <br /> sewer improvements located at Kaloko, and Kohanaiki, District of North Kona, Island and County of <br /> Hawaii, State of Hawaii. <br /> The resolution accepts and grants the petition, in accordance with Hawaii County Code Section 12-16, <br /> seeking formation of an improvement district as initiated by the owner of the assessable area, and directs <br /> the Director of the Department of Environmental Management to prepare and submit a report to the <br /> County Council which will include applicable surveys,plans,maps and other required data. <br /> Planning Consultant Bill Moore and Attorney Steven Menezes were present to represent the petitioner <br /> and owner of the project, RCFC Kaloko Heights, LLC, Kaloko Heights BIA Holdings, LLC, and <br /> Koloko Heights Investors, LLC. <br /> The sewer line will extend down Hina Lani Street and cross Ane Keohokdlole Highway to deliver the <br /> wastewater to the Kealakehe Wastewater Treatment Plant. Several other developments will have access <br /> to hook up to the sewer line at no cost or fee contribution associated with the improvement district <br /> process. The affordable housing portion of the project being served by the new sewer line will also not <br /> be assessed during the improvement process. The project representatives are working closely with Chief <br /> Executive Officer Keith Kato of Hawaii Island Economic Development Corporation to ensure <br /> improvements will be completed prior to the date the affordable housing opens. <br /> Several members praised and gave thanks to the developers for working well in collaboration to make <br /> bring the improvements and the entire project to fruition. <br /> FC Rept.No.: 107 <br />
