These tourniquets, valued between$2,250 and$3,000, will be used for Police recruit training and will be issued to Police Officers after completion of Active Law Enforcement Rapid Response Training/Active Attack Integrated Response. REQUEST: The Kona Community Hospital Trauma Program is offering for free, 150 CAT Gen 7 tourniquets. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The donation of the tourniquets will be used for the training of Police Recruits and Sworn Personnel. The donated tourniquets will also be issued to Police Officers after the completion of the Active Shooter/Tactical Medical training. Tourniquets have been proven to save the lives of victims and officers in active shooter or emergency situations. The Police Department has adopted the ALERRT AIRR active shooter training, which is a coordinated response with Fire and Medical personnel to quickly stop an active shooter situation and save the lives of the victims. During this training Officers will be provided extensive training in the use and application of the tourniquet and other live saving measures. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the fall Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
