Bill 145 -Transportation Projects Bond Float Testimony
Aloha,
I strongly support floating bonds to improve various island wide county roadways.The key projects are
as followed:
1. Ane Keohokalole Highway Phase III-There is significant traffic congestion a peak hours on HWY190
between Matsuyama Store and Hina-Lani Street. Extending Ane Keohokalole Highway fiomHina-Lani
Street to Kaim}nani Drive will help ease the peak hour gridlock, and help with traffic circulation in North
Kona.
Z. Ponio|oAvonue Rehabi|kation/VVaiko|oa Intersection Construction-VVaiko|oa's population has
rapidly increased overthe years,which has resulted in a traffic bottleneck at Waikoloa Road/Paniolo
Avenue.Traffic flow improvements at this intersection (preferably a roundabout) is desperately needed.
Panio|nAvenue is the only main thoroughfare through VVaiko|oaViUage.As a result,the pavement has
degraded over time due toincreased vehicular traffic.
` 3. K8amo|ehoaHighway Resurfacing— Hoho|aDrive LoKekehaoStreet This segment ofMamo|ahoa
Highway is in dire need of resurfacing due to a combination of ongoing shoulder widening construction
and increased cross-island vehicular traffic.
The current draft of Bill 145 mentions about using STIP funding for Ane K. Highway and VVainuenue
Avenue resurfacing. |tismyunderstanding this text will bedeleted inthe second draft ofthis bill, sn
there would beadded flexibility Loseek other avenues offunding.
Hawaii County should take this opportunity to improve our roadway infrastructure when interest rates
are low.
