Aloha,
In essence, I support this bill,since I've lost over 300K,and to date, have received nothing from any
source for my losses. Except,the real property tax office generously transferred a credit from my Hinalo
Street(Lanipuna Gardens)1800 sq ft, beautifully remodeled house (ohia bars, upstairs and down,jacuzzi,
walk-in shower, new double-door stainless frig, new french doors entry, all new light fixtures, new
toilets,fixed numerous plumbing issues, new paint(inside and out), re-roofed lanai, etc),to another
property,so I got approximately$300 by way of real property tax credit.That's it.
FEMA wouldn't give me anything,as it wasn't my primary residence-not even the new appliances,
furniture, etc. As I'm a senior,with limited income,and chose to invest most of my inheritance into this
house-so I could have a bit more retirement income eventually,this has hit me hard. I put so much
work into it,and hired contractors and workmen extensively. Financially things are difficult.Tears well
up if I go to Home Depot, as I see all these light fixtures, appliances, paint, and purchases from nearly
every department,that I used at Hinalo house. My PTSD has been significantly worsened by this 2018
lava loss event.
I'd consulted with a good realtor re listing my Hinalo house in June 2017. She found an open owner-
builder permit,from 2 owners prior. I contacted the Building Dept, numerous times, expressing my need
to close the permit in order to sell the house. I told personnel that my realtor had found it, I wanted to
sell it right away, I had a contractor standing by to sign off-so it wouldn't be closed as owner-builder so
I could sell it right away, and to please let me know what I could do to help close this permit(as
contractor built,so I could sell immediately). I gave them the gate code, and lockbox code, and said I'd
meet them too, if needed,whatever they needed to close it appropriately. Well,junior inspector visited,
and closed it, as owner-builder. Accordingly, under State law, I couldn't sell it until June 2018. Pele took
my house on May 18, 2018.
I'd recovered from a head injury,which made my sense of time challenging.Accordingly, and since it
was vacant, I'd forgotten to pay my semi-annual insurance fee of$2600 to Lloyd's of London,for basic
liability coverage(I didn't have the extra$2K lava rider), in January. In May,since I'd just gotten a great
tenant,who knew it was for sale, and planned on listing it in June, 1 was about to call my insurance agent
(Paradise Insurance), but the eruption was now under way. I knew they'd laugh,and would have a time
lag period anyway,so I didn't renew my insurance (basic liability,so unlikely Lloyd's would have paid me
anyway).
So, devastated,toward the end of the FEMA claims period, I went in to Keaau. FEMA said they couldn't
help, but I might qualify for SBA loan, at 3 1/2 to 7 1 interest.With lots of federal oversight. I've worked
hard to get out of debt, and am on a fixed income,so I declined any more debt. Meanwhile, all recovery
efforts seemed to be just for evacuees. So, I stayed home. Eventually, 1 called a number on a County
hand-out,for mental health help, but got a recording that those services were no longer available.
Having just seen a poster at Ace, last week,that the Neighborhood Center of Puna might be able to help
people still suffering from the recovery, I contacted them.The person who responded to my email was

wonderful,very heartfelt.But she'said that they have to follow FEMA guidelines, and although she's
heard A LOT OF STORIES LIKE MINE, people who haven't qualified for any funds or help,there's nothing
she can do.They can't give me any help or support either.
She told me about this Bill 146. So, I'm hoping that by funding this, people like me,who are still hurting
from our lava losses, can get some help from some good 501(c)(3)'s,even though we don't qualify under
FEMA.
Also, I'd also really like to be able to access my property on Hinalo Street, and haven't been able to yet,
nearly 3 years later. Pohoiki Road has lots of non-affected parts,and it wouldn't be that much to
bulldoze it from 3 corners,to connect,so it's open all the way to Pohoiki Beach again. I think this should
be a priority for lava funds too. I might be able to hike in, if there's a place I could legally park.To date,
I've seen nothing allowing,or getting close to this.
It would help me get closure. I know neighbors on Hinalo feel the same way.
