Ruderman District 2—Puna-Ka`u Before the County of l4ativai`i Committee on Governmental Relations and Economic Development I-lawai`i County Building March 10, 2020 at 2:30 PM March, 5, 2020 Re: RESOLUTION NO. 506-20 County Council County ofIlawai`i: I am in strong support of Resolution No, 506-20, a resolution urging the mayor and the Department of Public Warks to enter into an agreement with the U.S. Army Corps of Engineers to develop a plan for review to mitigate surface water in Puna. It is important that a plan for surface water mitigation in the most populated areas of Puna be developed. As years pass, the population in Puna will continue to increase and so will the increase in homes that will be built, As a result, there be may be less uptake in water into the natural ecosystem increasing flooding and hazardous conditions. I believe it is important to have a plan in place for such occurrences. Many residents ofHawaii, especially in my district in Puna, are living as low-income households; thus, they may not have the financial means to properly mitigate drainage and flooding. Resolution 506-20 may hopefully address these issues that could arise from increase population and community growth. Mahalo for the opportunity to testify, Senator Russell E. Ruderman Comm.
