RF: Resolution No. 64.20}A Resolution reappointing Bonnie 5. Minns as the Legislative Auditor of the
County of Hawaii
Dear Honorable Council Chairman Aaron Chung and Honorable Council Members,
My name is Lane Shibata and 1 am submitting my written testimony in support of the reappointment of
Ms. Bonnie Rims as the Legislative Auditor, I recently retired from the County of Hawaii Office of the
Legislative Auditor with almost IS,years of service. During my term as an Audit Analyst, I worked under
two legislative Auditors. For the last S years and 10 months prier to my retirement, it was an honor and
a privilege working under Ms, Nims. She has over 18 years of experience and knowledge in performance
auditing with various federal, :sate, and county governments.
From 2014 until current, the Office of the Legislative Auditor has improved tremendously under her
leadership. Our office passed two Peer Reviews, one in 2016 and the second in 2019. Our 2019 Peer
Review did not contain anv tnecommendations for improvement to our audit policies and procedures.
Another accomplishment, which was a first in the history of our office, included a 2019 audit report
receiving the Association of Local Government Auditors (ALGA) National Distinguished Award for report
writing.
1 believe that you may not find anyone more experienced, knowledgeable, or qualified in performance
auditing in Hawaii County than Bonnie Nims. Therefore, I totally support and humbly recommend the
reappointment of Ids. Bonnie S. Nims as the Legislative Auditor for the County of Hawaii. Thank you for
