WHEREAS, the West Hawaii Veterans Cemetery Development and Expansion
Association, Inc., (WHVCDEA) is a 501(c)(3) nonprofit organization consisting of veteran
organizations, individual veterans, and citizens that have organized and facilitated innumerable
projects at the West Hawaii Veterans Cemetery-Pu`u Ho`omaha O Na Po`e Koa O Hawaii
Komohana (WHVC) in honor of our veterans; and
WHEREAS, WHVC is one of three state-owned veterans' cemeteries in the nation that
has received the honor of a "Shrine Status" designation by the Veterans Administration (VA); and
WHEREAS, WHVCDEA will be constructing a Korean War Memorial at WHVC to pay
tribute, with honor and respect, to Korean War veterans and their families; and
WHEREAS, the Hawaii State Office of Veterans' Services and the Hawaii State
Department of Defense have approved plans for the construction of a Korean War Memorial at
WHVC; and
WHEREAS, WHVCDEA has requested funds to assist with costs associated with the
construction of a Korean War Memorial at WHVC; and
WHEREAS, the Department of Parks and Recreation works in partnership with
WHVCDEA and is supportive of its efforts to maintain and improve WHVC; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Parks and Recreation to provide a grant to WHVCDEA to construct a Korean War Memorial at
WHVC.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
