No. 789/Bill No. 146 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 146, reports as follows: <br /> Bill No. 146,transmitted by Council Member Ashley L. Kierkiewicz, via Communication No. 789 <br /> dated February 21, 2020, amends Chapter 2 of the Hawai`i County Code 1983 (2016 Edition, as <br /> amended),by adding a new article relating to the appropriation of disaster relief funds to eligible <br /> nonprofit organizations to provide relief, recovery, mitigation, and remediation assistance for disaster <br /> damage caused by the 2018 Kilauea eruption. <br /> This bill establishes standards and procedures to allow eligible 501(c)(3) nonprofit organizations to <br /> apply for 2018 Kilauea eruption disaster relief funds received by the County. <br /> A motion to move Bill 146 to Council with a positive recommendation was made by Council Member <br /> Kierkiewicz, seconded by Council Member Richards. <br /> Council Members discussed the intent for the ability to appropriate funds to eligible nonprofit <br /> organizations to assist with eruption disaster recovery for the County of Hawai`i. Finance Director <br /> Deanna Sako and Disaster Recovery Officer Douglas Le reported to Council on its recovery status, and <br /> stated funds would come from the grant of$20 million from the State of Hawai`i,which requires funds <br /> to be used for disaster recovery efforts.
