Your Committee on Finance, to which was referred Bill No. 146, reports as follows:
Bill No. 146,transmitted by Council Member Ashley L. Kierkiewicz, via Communication No. 789
dated February 21, 2020, amends Chapter 2 of the Hawai`i County Code 1983 (2016 Edition, as
amended),by adding a new article relating to the appropriation of disaster relief funds to eligible
nonprofit organizations to provide relief, recovery, mitigation, and remediation assistance for disaster
damage caused by the 2018 Kilauea eruption.
This bill establishes standards and procedures to allow eligible 501(c)(3) nonprofit organizations to
apply for 2018 Kilauea eruption disaster relief funds received by the County.
A motion to move Bill 146 to Council with a positive recommendation was made by Council Member
Kierkiewicz, seconded by Council Member Richards.
Council Members discussed the intent for the ability to appropriate funds to eligible nonprofit
organizations to assist with eruption disaster recovery for the County of Hawai`i. Finance Director
Deanna Sako and Disaster Recovery Officer Douglas Le reported to Council on its recovery status, and
stated funds would come from the grant of$20 million from the State of Hawai`i,which requires funds
to be used for disaster recovery efforts. Bill No. 146 also allows funding to be leveraged through other
sources of revenue and provides transparency going forward.
Your Committee on Finance is in accord with the purpose and intent of Bill 146, and recommends its
passage on first reading.
