REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: March 10, 2020 Re: Comm. 791/Bill No. 147 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Bill No. 147, reports as follows: <br /> Bill No. 147, transmitted by Finance Director Deanna Sako, via Communication No. 791 dated <br /> February 21, 2020, amends Ordinance No. 19-73, as amended, the Operating Budget for the County <br /> of Hawai`i for the Fiscal Year ending June 30, 2020. <br /> This bill appropriates revenues in the Fund Balance from Previous Year account($850,000); and <br /> appropriates the same to the Signals and Street Lights account. Funds would be used by the Department <br /> of Public Works toP urchase materials to expeditereplacement the re lacement of failing street lights. <br /> A motion to move Bill No. 147 to Council with a positive recommendation was made by <br /> Council Member Richards, seconded by Council Member Poindexter. <br /> Council Members discussed in detail the intent for the appropriation of$850,000 toward the purchase <br /> of additional signal and streetlight materials, highlighting the need in many locations island-wide. <br /> Mr. David Yamamoto, Director of the Department of Public Works, addressed the Council on its <br /> inquiries on the priority schedule for the use of these appropriated funds, and the department's intent <br /> to hire a Traffic Engineer for the County of Hawaii. <br /> Your Committee on Finance is in accord with the purpose and intent of Bill 147, and recommends its <br /> passage on first reading. <br /> db <br /> AYES NOES ABS EX Respectfully submitted, <br /> CHUNG X <br /> DAVID X COMMITTEE ON FINANCE <br /> EOFF X <br /> KANEALI`I-KLEINFELDER X <br /> KIERKIEWICZ X � <br /> LEE LOY X <br /> POINDEXTER x MAILE MEDEI • D• Y II, CHAIR <br /> RICHARDS X FC REPORT NO.: 113 <br /> VILLEGAS X ADOPTED: MAR 2 5 2020 <br />
