Your Committee on Finance,to which was referred Bill 148, reports as follows:
Bill No. 148,transmitted by Finance Director Deanna Sako, via Communication No. 792 dated
February 21, 2020, amends Ordinance No. 19-74, as amended, relating to publicimprovements and
financing thereof for the Fiscal Year July 1, 2019 to June 30, 2020.
This bill adds the Public Works Mamalahoa Highway Resurfacing- Hohola to Kekehau project for
$3 million to the Capital Budget. Funds for this project shall be provided from General Obligation
Bonds, Capital Projects Fund—Fund Balance and/or Other Sources.
A motion to move Bill No.148 to Council with a positive recommendation was made by Council
Member Poindexter, seconded by Council Member Richards.
Council Members Richards and Poindexter discussed the intent for the appropriation of$3 million
toward the resurfacing of the specific section of Mamalahoa Highway wherein a current road widening
project is underway and funding necessary to complete project properly for the betterment of the
residents of Hawaii County.
Your Committee on Finance is in accord with the purpose and intent of Bill 148, and recommends its
passage on first reading.
