I hereby certify that the following Bills passed first
reading at the meeting of the County Council on March 7, 1996, by
vote as listed below:
BILL 216 : Amends Ordinance No. 95-81, as amended, the Operating
Budget for the County of Hawaii for the Fiscal Year ending
June 30, 1996, by appropriating $30, 000 to the State Grant -
Kaulunani Urban Forestry Grant account; and appropriates to the
Tourism Promotion account ($20,000) and the Kalakaua Park Heritage
Area account ($10, 000) . AYES: Councilmembers Arakaki, Childs,
De Lima, Osorio, Rath, Ray, Smith, and
Chairwoman Bonk-Abramson - 8 . NOES: None.
ABSENT & EXCUSED: Councilmember Domingo - 1.
BILL 223 : An Ordinance amending Chapter 24, of the Hawaii County
Code 1983, as amended, relating to Parking Violations Clerk,
Section 24-202.2; authorizes the Chief Engineer to appointed
independent contractors designated to enforce the provisions of this
article, the independent contractors so appointed shall have the
limited police power to issue a complaint and summons against
persons whom they find to be in violation of the parking regulations
established under this article. AYES: Councilmembers Arakaki,
Childs, De Lima, Osorio, Rath, Ray, Smith, and
Chairwoman Bonk-Abramson - 8 .
NOES: None. ABSENT & EXCUSED: Councilmember Domingo - 1.
