Re: Discussion with Department of Health—COVID-19 Testing
Notice is provided that an emergency meeting of the County Council will be called on Friday,
March 20, 2020, at 1:00 p.m. for discussion with the State Department of Health regarding
COVID-19 testing, including but not limited to the following matters: the general availability of
test kits in the State of Hawaii and County of Hawaii; Federal and State supports and
constraints; the rationale supporting the protocol for requiring a physician's order to be eligible
for testing rather than implementing a program of broader testing (including for those who are
asymptomatic); costs associated with such testing (particularly to those without health insurance)
and current capabilities of the State's health care infrastructure (lab hardware and technicians to
analyze samples) and logistics, including private sector support.
