RESOLUTION NO. 559 20
A RESOLUTION URGING THE HONORABLE GOVERNOR DAVID Y. IGE TO DIRECT AND
MANDATE STRICT AND UNIFORM LOCKDOWN MEASURES THROUGHOUT THE STATE
OF HAWAII TO ADDRESS THE COVID-19 PANDEMIC.
WHEREAS, on Tuesday, March 17th, 2020, Governor David Y. Ige called a press conference
and launched a program entitled "15 Days to Slow the Spread of COVID-19"; and
WHEREAS, it is unclear if the policies articulated in the Governor's "15 Days to Slow the
Spread of COVID-19" are directives to be enforced as mandates, or instead recommendations and
guidelines; and
WHEREAS, as a result, the four counties of the State of Hawai`i have taken different measures
of varying stringency to address and reduce the spread of the COVID-19 pandemic; and
WHEREAS, without consistent policies, a collaborative effort to reduce the spread of this virus
can only be as effective as the least stringent measures taken by a county; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it hereby
urges the Honorable Governor David Y. Ige to direct and mandate strict and uniform lockdown measures
throughout the State of Hawai`i to address the COVID-19 pandemic.
BE IT FURTHER RESOLVED that a copy of this Resolution be sent to the Honorable
Governor David Y. Ige.
