A RESOLUTION CALLING UPON MAYOR HARRY KIM TO ENACT STRICT LOCK
OWN MEASURES THROUGHOUT THE COUNTY OF HAWAII AND TO ADDRESS
THE COVID-19 PANDEMIC.
The novel coronavirus named COVID-19 is a coronavirus that jumped from the animal
kingdom into humans 3 to 4 months ago in Wuhan, China. This disease generally affects the
respiratory system infecting the lungs. Where in previous coronavirus infections (SARS, MFRS)
the death rate was relatively high,the infectivity was relatively low. This meant that though a
greater percentage of those infected died, the total number of people becoming infected was
relatively small thus global losses were relatively minimal.

COVID-19 is very different in its infectivity is very high. Though the death rate is not as
high, due to its contagiousness, global losses are projected to be staggering. In January it was
deemed an International public health concern by the World Health Organization(WHO). In
March, WHO declared it a global pandemic.
WHEREAS, COVID-19 coronavirus has been declared a global pandemic; and

WHEREAS, whereas no vaccine or treatment for the virus has yet to be created; and
WHEREAS,the global reach of this disease and death loss is rapidly increasing; and
WHEREAS, the only course of action to stop the pandemic is hygiene and social
distancing; and
WHEREAS, countries and societies that have embraced social lockdown and isolation
for a period of time have helped break the infection cycle; and
WHEREAS, the State of Hawaii has 26 confirmed cases with one of those being in
Hawaii County; and
WHEREAS,this is not just a disease of the higher risk demographic of over 60 years old
but in fact a risk for all as 20% of the deaths in the United States were between 20 and 64 years
old; and
WHEREAS, Hawaii County resident number of approximately 200,000, with visitors
on island numbering upwards of several thousand daily is potentially bringing in a source of
infection; and
WHEREAS, if the conditions in Hawaii County get worse, the Mayor needs to order a
"shelter in place"with all activity severely curtailed for 15 days or when state health officials
deem it safe to resume restricted activity; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII calls
upon Mayor Harry Kim to enforce the Governor's Health Directives on COVID-19 as a mandate
and effectively put the county in a state of"lockdown"for 15 days where only allowed activities
and essential businesses are kept open.
The definition of allowed and essential are to include:
Essential activities, which are exempt from the rules, include:
1. Tasks essential to maintain health and safety, such as obtaining medicine or seeing a
doctor.
2. Getting necessary services or supplies for an individual or that individual's family or
household members, such as getting food, pet food, and supplies necessary for staying at home.
3. Engaging in solitary or small group outdoor activity, such as walking, hiking,
running or golfing provided that you maintain at least six feet of social distancing.
4. Performing work related to operation of an essential business or essential
government function(defined below).
5. Caring for a family member in another household.
6. Caring for elderly, minors, dependents, person with disabilities, or other vulnerable
persons.
Exemptions that relate to operation of essential business functions include:
1. Healthcare operations, including home health workers.
2. Essential infrastructure, including construction of housing and operation of public
transportation and utilities.
3. Businesses that provide necessities of life for economically disadvantaged
individuals and shelter facilities.
4. Pharmacies, health care supply stores, and health care facilities.
5. Gas stations and auto repair facilities.
6. Banks.
7. Rubbish collection.
8. Hardware stores, plumbers, electricians, and other service providers necessary to
maintain the safety, sanitation, and essential operation of residences and businesses.

9. Laundromats and laundry service providers.
10. Businesses that primarily ship or deliver groceries, food, and goods.
11. Childcare facilities providing services that enable essential employees to go to
work.
12. Roles required for any Essential Business to "maintain basic operations,"which
include security,payroll, and similar activities.
BE IT FURTHER RESOLVED that the recommendations as outlined by Lieutenant
Governor Josh Green be also taken as a mandate:
1. Suspend all non-essential travel to Hawai`i through.April 30, 2020;
2. Anyone who comes to Hawai`i will be quarantined for 14 days;
3. Contact test of every positive case and isolate individual completely;
4. Continue to study the states that are 2-4 weeks ahead to prepare for all of our needs;
5. Stand up extra hospital capacity(with military support)when immediate is presented;
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to Harry Kim, Mayor of Hawai`i County, and the Director of Finance.
