Re: Office of Housing and Community Development Consolidated/Annual Action Plans
The Office of Housing and Community Development is required by the United States
Department of Housing and Urban Development(HUD) to submit an Annual Action Plan
in order to receive funding from the HOME Investment Partnerships Program (HOME),
Housing Trust Fund(HTF) and Community Development Block Grant (CDBG).
- County is a resolution approving and amending the 2020-2024 Cou y of Hawai`i
Consolidated Plan and 2020 Annual Action Plan and to authorize the Mayor to execute
and submit the amended plans to HUD. This resolution is being submitted concurrently
with bills to appropriate funds from the Community Development Block Grant (CDBG)
and HOME Investment Partnerships Program (HOME).

A. REQUEST:
The Office of Housing and Community Development(OHCD) is requesting a resolution authorizing the Mayor of
the County of Hawaii to execute, submit and adopt the 2020—2024 Consolidated Plan, 2020 Annual Action Plan
and all other related documents for the County of Hawaii Community Development Block Grant and Home
Investment Partnerships and National Housing Trust Fund Programs.
B. BACKGROUND AND JUSTIFICATIOIIAL SHEETS AS NEEDED
It is required by HUD that the County submita.Consolidated/Action Plan, in accordance with Subpart C of 24 CFR
Part 91, which include housing and homeless needs assessments, housing market analysis, five-year goals and
priorities, project monitoring procedures, The Consolidated Plan is a five(5)year(2020-2024) plan that indicates
the County's goals and priorities for the use of CDBG and HOME and HTF funds for housing, homeless, special
needs and community development and it is required by HUD that before the County of Hawaii receives its
annual CDBG allocation, The County shall submit its yearly Annual Action Plan as required by the Consolidated
Plan. The Annual Action Plan is a yearly plan that includes the actual projects and activities that will be carried out
with the County's CDBG funds. The CDBG projects and activities must meet the priorities and objectives as
described in the Consolidated Plan and i is required by HUD that the County of Hawaii submit certifications
assuring conformance to related rules, regulations and laws of the CDBG Program. A timely submission of the
Consolidated/Action Plan for CDBG and HOME and HTF funds, in accordance with appropriate federal
regulations, is necessary. A copy of the draft 2020-2024 Consolidated Plan containing the 2020 Annual Action
Plan is available on the County of Hawaii Housing website. Hawaii Revised Statutes, Section 46-7, requires that
County departments obtain the consent of the Council to enter into agreements with the federal or state
governments.
The OHCD is requesting authorization of the attached resolution authorizing the Mayor of the County of Hawaii to
execute and submit the 2020 Action Plan and all other related documents and agreements necessary to process
the CDBG Program to the U.S. Department of Housing and Urban Development by the Finance Committee, and
its recommendation for adoption by the Hawaii County Council.
