The Office of Housing and Community Development(OHCD)would like to submit the
following supporting information for Council's favorable consideration of Resolution 548-20.
Under Resolution 572-83, Hawai'i County's Mayor designated Papa'aloa Elderly Housing as
one of the sites to be used for an experimental and demonstration housing project as part of the
Hamakua Sugar Experimental Housing project.
HRS 46-15 requires that OHCD, as the County agency designated by the Mayor,submit
preliminary plans and specifications to the legislative body of the respective county for its
approval,or disapproval.
Papa`aloa Elderly Housing was built in the 1980s on a 2.5-acre County owned property located
makai of the Hawai`i Belt Road in Papa`aloa. Plans for Papa`aloa Elderly Housing call for the
demolition and reconstruction of the existing community center and 10 1-bedroom units, which
were former teacher cottages from various DOE school sites,built in the 1950s and moved to the
property about 35 years ago. The structures have served their useful lives and can no longer
efficiently fulfill the critical need for affordable housing for kupuna in this area. Plans also call
for the new construction of 10 additional 1-bedroom units for a total of 20 units, one 1 manager
unit and a new community center to provide essential housing and social services for the elderly
residents. Construction will be coordinated to first build the 10 new units,move the existing
tenants to the new units, demolish the old units,rebuild,then lease up'10 new tenants ensuring
no one is displaced. As with all other senior housing in East Hawai`i, occupancy rates are 100°
and there is an extensive wait list for only 10 units. Comm.,No. .

Papa`aloa Elderly Housing is requesting 3 exemptions:
1. Zoning—The parcel is currently split-zoned AG-1 and RS-15 and a Double-Family
Residential (RD-5) zoning is being requested to accommodate 10 residential duplex
buildings for a total of 20 units.
2. Parking have vehicles. Eight of the 10 current Not all of the elderly tenants drive or
residents have one vehicle and the other two do not own a vehicle. Relief is being
requested from the current parking requirement of 1.25 parking stalls per every unit. This
parking pattern is consistent with most projects developed/managed by Hawaii Island
Community Development Corporation(HICDC).
3. SMA Use Permit—As the project was initially approved and permitted for development
35 years ago,the project is seeking relief from the SMA permitting process as a
previously-approved County project. Further,the absence of an approved SMA permit
will impact the comeptitiveness of the project's Low Income Housing Tax Credit
(LIHTC) application as "project-ready".
There'is an urgency for the County Council's review and approval because these exemptions will
allow the project to meet criteria for an extremely competitive application for LIHTC which is
due on April 17 2020. These tax credits will allow the project to seek funding from investors for
the construction of this estimated$8.5 million project.
OHCD feels this is a strong and viable housing project and have committed funding for 20
Project based vouchers (PBVs)to provide Federal rental subsidies. The County of Hawaii
Planning Department is also in support of this proposed'senior housing project and have
submitted their comments (see attached). In our ongoing effort to increase the housing stock of
affordable units, OHCD is asking Councilmembers to approve the preliminary plans and
specifications so the Papa`aloa Elderly Housing project can be completed timely with their
requested exemptions.

We are in receipt of the request for comments for the above resolution and project and thank you
for the opportunity to comment.
We understand that the County of Hawaii owns the current Papa'aloa Elderly Housing project
and the subject property, which consists of 2.5 acres of land. The project currently consists of
ten (10) senior housing units. The proposed project would demolish the existing ten (10) units
and construct a total of twenty(20) senior housing units on the subject property.
On March 16, 1983,Resolution No. 572-83 was adopted by the Hawaii County,Council to allow
the existing elderly housing project as an experimental and demonstration housing project under
Hawaii Revised Statutes, Section 46-15. The new resolution will allow the project to double the
amount of senior housing units under HRS §46-15, which designates areas of land for
• experimental and demonstration housing projects to research and develop ideas to reduce the
cost of housing.
The subject property is situated Within the State Land Use Urban district and the County's

Single-Family Residential (RS-15) and Agricultural (A-la) zoning districts. The property is also
situated within the Special Management Area(SMA).
• The requested exemptions for the resolution include changing the County's zoning district to
Double-Family Residential (RD-5), allow one (1) parking space per unit, and exempting the
SMA Use Permit requirements.

The Planning Department is supportive of this proposed senior housing project and the requested
