The Environmental Protection Agency (EPA) is utilizing funds from the Clean Water State Revolving Fund(CWSRF)to provide technical assistance from PG Environmental, a private agency, to the Department of Environmental Management. This assistance is for the development of an asset management program for-the Department of Environmental Management's Wastewater division. The EPA CWSRF will also pay $137,000 towards the implementation and first-year licensing costs for CMMS (computerized maintenance management system) software. The County will pay the $17,144 balance of the first-year software licensing cost and will assume ownership of the software licenses at the end of the implementation period. The annual cost of the software licensing is expected to be approximately$25,000, renewable on a year to year basis. REQUEST: A Resolution authorizing the acceptance of technical assistance for software development and implementation from the Environmental Protection Agency. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Hawaii State Department of Health requested that the Environmental Protection Agency (EPA) utilize $600,000 from the Clean Water State Revolving Fund to fund contract services which would include Asset Management Planning for the County of Hawaii, Department of Environmental Management, Wastewater Division. The EPA contracted with PG Environmental to provide technical assistance towards development of an asset management program for the Wastewater Division. Following a data/information gathering and analysis process of the division's assets and presented in a final fiscal sustainabiity plan (required of all CWSRF loan recipeints), a Request for Proposals for a computerized maintenance management system (CMMS) software and implementation was issued by PG Environmental and resulted in an award to NEXGEN Asset Management. Funds from the EPA CWSRF will pay $137,000 for the implementation costs and part of the first year software licensing. The County will need to pay the remaining balance of$17,144 for it's share of the software licensing for the first year. The County will assume ownership of the software licenses at the end of the implementation period. The recurring annual cost of the software licensing is expected to be approximately $25,000. The software licenses are expected to be renewed on a year to year basis. The CMMS software is a tool in the asset management program that helps to manage Wastewater Division's assets (e.g. pumps, motors, pipes, etc.) to minimize the cost of owning and operating the assets while maintaining a desired level of service. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
