COLLABORATIONS
State Climate Change Commission
Working with the Hawaii County Representative /Planning Director) to inform on what the
department is doing to mitigate or adapt to climate change. For example, completion of the GHG
Emissions Inventory which helped to identify the transportation sector as the greatest source of
emissions.
Four County Collaboration
A collaborative effort focused on climate change, sea -level rise, and other sustainable
opportunities facilitated by multi-level cooperation through legislation and community efforts.

Hawaii Energy Policy Forum Peer Exchange
Conducted a workshop with government fleet officials, industry leaders, and government
procurement experts from multiple islands to advance and accelerate Hawaii's renewable energy
goals through clean transportation. This peer exchange identified and explored clean mobility
language and infrastructure within government fleets. It further investigated and built connections
among county and state levels in order to support ongoing collaboration on clean transportation
procurement. The workshop convened inOctober 2O19.
Transportation Hui
/\ group ofover 75 stakeholders brought together tounderstand the issues and priorities onthe
shared use of clean vehicles fueled by renewable energy. Workshops convened in February and
May of2O19.
Sustainability Working Group
Informally convened middle management County staff to define and communicate sustainability
principles and actions in order to dissolve departmental silos. Creating a more holistic approach
towards making the County of Hawaii more sustainable. Currently assessing program outcomes
and developing approaches.
Peoples Advocacy for Trails Hawaii (PATH)
Not only responsible for the only bike -share program on Hawaii island, but FY\TN is also devoted
to sustainability through promoting traffic safety education and a safe environment on roadways
and trails for recreation, fitness and alternative modes of transportation. Promoting an endemic
sustainability culture of mobility on Hawaii Island through support for bike and pedestrian routes,
organizing Walk toSchool Days and events.
PLANS AND ACTIONS
Greenhouse Gas Inventory for 2015
An inventory of greenhouse gas emissions for Hawaii County to serve as a basis for
decision-making and provide direction nnfuture GHG reduction efforts atcounty and community
levels. Published inJanuary 2O2O.
Hawaii Island Shared Mobility Roadmap
County -wide, multi -modal transportation system founded on partnerships, technology, and
innovation. Published in February 2020.
Climate Action Plan
equitable actions. Integrates actions and policies from several County plans from other
departments all focused on emissions mitigation. Draft in progress.
Cadmus Vehicle Fleet Analysis
With help from Cadmus, the County has begun the analysis ofthe current fleet with the intention
of transforming the fleet to zero -emission by 2035. The initial phase of the target fleet analysis is
near completion. In order to determine possible candidate vehicles for replacement or
retirement, parameters were chosen to include; the vehicle year, volume of current (high/low/no)
use, miles per gallon, maintenance cost and asset book value.
Arizona State University (ASU) Docket Review
Research & Development, Corporation Council and the Mayor's office work with ASU to conduct
and engage in electrical energy-related Dockets being heard by the Public Utility Commission
(PUC). Dockets currently being heard include increase application, Performance -Based
Regulation, Integrated Grid Planning, and Electrification ofTransportation.
Hawaii Island Tourism Strategic Plan (TSP) and TSP Action Plans
Together with HTA`the County ufHawaii Tourism Program isworking with communities,
businesses, and other organizations to develop the TSP. Goals of the strategic plan include
responsible tourism, pono-based visitor communication, place based education for residents, and
