Your Committee on Finance, to which was referred Bill No. 151, reports as follows:
Bill No. 151, transmitted by Council Member Susan Lee Loy, via Communication No. 808
dated March 6, 2020, amends Ordinance No. 19-74, as amended, relating to public improvements and
financing thereof for the Fiscal Year July 1, 2019 to June 30, 2020.
The bill increases the Waidkea Uka Park and new Community Center improvements project by
$8 million. Additional funds for this project shall be provided from General Obligation Bonds, Capital
Projects Fund—Fund Balance and/or other sources ($2 million) and State Capital Improvement Project
Funds ($6 million), for a total appropriation of$8,150,000,to be used for project planning and
construction.
Council Member Lee Loy noted that she and State House Representative Richard Onishi advise to move
this project forward as it will provide for an emergency shelter in the future and is a three to one match
by State funds.
Pursuant to Hawaii County Charter Section 10-6(e),the Council may amend the capital budget at any
time during the fiscal year with an affirmative vote of tho-thirds of the entire membership.
Your Committee on Finance is in accord with the purpose and intent of Bill 151 and recommends its
passage on first reading.
