Bill 142: Amends Chapter 2, Article 8, Section 2-37 of the Hawai`i County Code 1983
(2016 Edition, as Amended), Relating to the Department of Research and Development's
Sustainability Action Committee. Adds climate change to the list of topics for which the
committee would advise the director; and adds environmental science as an additional area of
expertise to which member selection would be based on. Ayes: Council Members David,
Eoff, Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and Chair
Chung—9;Noes: None; Absent: None; Excused: None.
Bill 145 (Draft 2): Authorizes the Issuance of General Obligation Bonds of the County of
Hawai`i for the Purpose of Funding All or a Portion of the Costs of Various Improvement
Projects; Fixing The Form, Denominations, and Certain Other Details of Such Bonds and
Providing for Their Sale to the Public; and Authorizes the Taking of Other Actions Relating to
the Issuance and Sale of The Bonds. Authorizes the issuance of up to $103 million in general
obligation bonds to fund various capital improvement projects. Ayes: Council Members
David, Eoff, Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, and Chair

Bill 146: Amends Chapter 2 of the Hawai`i County Code 1983 (2016 Edition, as Amended), by
Adding a New Article Relating to the Appropriation of Disaster Relief Funds to Eligible
Nonprofit Organizations to Provide Relief, Recovery, Mitigation,.and Remediation Assistance
for Disaster Damage caused by the 2018 Kilauea Eruption. Establishes standards and procedures
to allow eligible 501(c)(3) nonprofit organizations to apply for 2018 Kilauea eruption disaster
relief funds received by the County. Ayes: Council Members David, Eoff,
Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and Chair Chung—
