RE: Resolution 564-20 & Bill 156
The Office of Housing and Community Development(OHCD) would like to submit the
following supporting information for Council's favorable consideration of Resolution 564-20
and Bill 156.
Funding for the Workforce Innovation and Opportunity Act Grant(WIOA) is to provide
education, training and support services to low income adults and displaced workers and youth
who have barriers to employment, including those that are homeless, without high school
diplomas,with language barriers, on public assistance, ex-offenders, and people with disabilities.
The State of Hawaii Department of Labor and Industrial Relations,provides Hawaii County
with critical WIOA funding especially during this crucial period where unemployment is at its
highest. In particular, the Dislocated Worker program funds will assist those participants who
lost their job and are unable to return to work due to the economic effects of Covid-19. Funding
can also be used toward those who are eligible for unemployment for new skill development and
training to allow them to return to the workforce in a different field. This program also covers
training and skill upgrades for incumbent workers if they are underemployed or need additional
education or training to move into vacant positions.
Currently, Goodwill Industries of Hawaii is the service provider for these WIOA programs
including Adult, Dislocated Worker,and In-School and Out-of-School Youth. Goodwill
Industries, along with a network of other partners currently operate out of the American Job
Center Hawaii located at 427 Kilauea Avenue in Hilo.
