Enclosed is a resolution to enter into an agreement with The Food Basket, Inc. This agreement is to provide $50,000 towards funding their COVID-19 Response Manager position. The Department of Research and Development requests that this resolution be waived from the Finance Committee and be placed on the April 22, 2020 Council agenda, and to waive Councils five-day hold-for-reconsideration in order to expedite this transaction. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda. REQUEST: Resolution authorizing County (via R&D)to enter into agreement with the The Food Basket, Inc., Hawaii Island's Food Bank to provide fundinf for its "COVID-19 Response Manager" proposal. Request to waive Committee and request to waive the 5-day holdover period as the contract submittal deadlines are nearing. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The County may provide grant funding with the consent of Council. R&D is requesting that Council approve a resolution authorizing R&D to enter into an agreement with The Food Basket, Inc., Hawaii Island Food Bank for the purposes of funding its position, "COVID-19 Response Manager", pursuant to Chapter 2,Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code. This proposal is for$50,000 and would support The Food Basket, Inc., Hawaii Island's Food Bank in funding a COVED-19 Response Manager. They would support their capacity during this pandemic to provide leadership to manage the evaluation, planning, organization, monitoring, and execution of their COVID-19 Pandemic Response Mission. Project activities include working with community partners to provide the best emergency food response possible inclusive of CDC protocols and recommendations.
