Re: Resolution Transferring Funds
Enclosed is a resolution to transfer$2,000 out of the Department of Research and
Development's Tourism Promotion account and credit it to the Legislative Contingency
Relief account. Legislative Contingency Relief Funds in the amount of$2,000 were
transferred to the Department of Research and Development in order provide a grant to
Hua 0 Lahui via Resolution No. 376-19. These funds were to be used for a canoe
carving project at the annual Merrie Monarch Festival in April 2020. However,the
festival was cancelled, and the department is requesting-that the funds be returned to the
Legislative Contingency Relief account.
The Department of Research and Development requests that this resolution be waived
from Finance Committee and be placed on the April 22, 2020 Council agenda in order to
expedite the transfer of these funds. If there are any questions, please do not hesitate to

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Grant funds were intended to be used for a canoe carving project in Hilo at the 57th annual Merrie Monarch
Festival in April 2020 and in Honolulu at the 13th quadrennial Festival of Pacific Arts and Culture in June
2020. Both festivals have been canceled due to a coronavirus pandemic. Therefore, the Department is
requesting funds to be transferred back to the Clerk-Council Svc-Contingency Relief account.
The department requests that this resolution be waived from Finance Committee and proceed directly for
Council's review to help expedite transfer of these funds.

TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNTS(S) AND CREDITING
SAME TO A DESIGNATED FUND ACCOUNT(S).
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approvalis crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
