Aloha County Council,
My name is Keoni Pikini I am born, raised and live in the district of Puna. A lot has changed in
Puna in the last 30 years and a lot has not changed. My main concern is evacuation routes and i
alternative routes between lower and upper Puna, basically between highway I 1 and highway
130. In all of my years growing up these" emergency" routes have never been addressed with
the excuse of these routes(ainaloa through road 8 in Hawaiian acres) and(pohaku, 40th ave
orchidland to ola'a and to highway I I)were contained in private subdivisions. Recently we have
had situations that compromised highway 130 between shower drive and Keaau, traffic was C
simply a big mess with inadequate unpaved and flooded roads inconveniencing hundreds if not !
thousands of drivers and pedestrians, during this incident where did the county of Hawaii police
officer direct me? Yes up Pohaku drive a private subdivision!! That road is under water when it
rains! Officers are creating a unsafe and difficult situation for drivers and emergency vehicles,
but you know what that's all they have, because that's all that was given to them. Current
alternate roads are unacceptable and have been for years! Flooding on these emergency routes
are simply flooded during emergency periods! We need help and we need to make a move now!
We need to start now we need to address this and work with orchidland association and
Hawaiian acres to improve these routes and make it not only a better district to live in and
commute in but a safer one. It is no secret that traffic sucks and roads suck in Puna so lets start
now and address this problem that will not just"go away" it will only get worse,the flooding
seem to get worse every year and its only a matter of time before we read some sad story in the
news, lets just hope that story doesn't include one of our loved ones, but it will include someones
love one(s). Stop waiting, stop passing the buck and stop making excuses. The community is
growing, the people are building, the money is coming in, lets make it happen!!
