To: Council Testimony
Aloha County Council,
I sincerely hope this message finds you and your families in good health.
I am writing you all this morning to voice my utter disdain for Mayor Kim's weak and
dangerous "plan" (or lack thereof) to address the current Covid-19 protections for our
island community. I am urging you all to do anything and everything in your power to
combat this pandemic from our island in a PROACTIVE and STRINGENT way. I truly
recognize that this all will have huge financial and logistical ramifications either way, so
please ACT STRONGLY NOW. In learning from all of the communities around the
world, that are days and weeks ahead of us, we cannot wait or it will be worse. We had
the unique opportunity as an island to keep it at bay because we could have isolated
from the world in ways that most could not. Please do not loose any more
opportunities we have before us.
With all respect, I am extremely disturbed that ALL protections have not been mandated
a week or more ago. His rational for lack of very important shelter-in-place preventative
measures is alarming. "I explained to (Gov. Ige) we might choose a different option
because the necessity of food and feeding tourists is much more difficult here because of
the size of the island and the separation of districts," Kim said Wednesday."My question is
where are they going to eat? I made the decisions ... to provide places to eat for
people." This is UNACCEPTABLE rational for not protecting our people and small
healthcare system on island.
PLEASE FOLLOW LT.GOV. JOSH GREEN'S RECOMENDATIONS
Lt. Governor Josh Green MD has created a protocol to mitigate the deadly impacts of
coronavirus, based on the successful models of Taiwan and Singapore. The principles
of this protocol are listed below. PLEASE DO EVERYTHING IN YOUR POWER TO
IMPLEMENT THIS AS SOON AS POSSIBLE.
Lt. Gov. Green says that "This is the only way to prevent our healthcare system from
being overrun and to save lives, especially Kupuna. The opposite approach of
inadequate follow up and inadequate testing failed, and lives were tragically lost."
PLEASE IMPLEMENT THESE MANDATES ASAP (at minimum):
1. We suspend all non-essential travel to Hawaii through 4/30/20,
2. Anyone who comes to Hawaii gets 2 weeks quarantine,
3. We contact test every positive case and isolate them completely, Q� y� I

4. We continue to study the states that are 2=4-:weeks ahead of us to prepare for all of
our needs,
5. We stand up extra Hospital capacity (with military support)the second we see it could
help.
Bonus: screen at airports, order millions more masks and swabs
CREATE QUARANTINE IN TENTS AT THE AIRPORT FOR THOSE WHO ARRIVE
Lastly, please stop spraying toxic chemicals at our parks and beaches. This is a
"bandaid" on a heart-attack as it is not the solution to the right problem and we need to
be proactive not reactive.
