Aloha,
My name is Donna Madrid and I am the Administration of Justice instructor/coordinator at
Hawaii Community College. Mahalo for allowing me to give testimony toward solutions during
this pandemic. I am most concerned about our healthcare folks and our hospitals on the Big
Island. Soon enough, Oahu's healthcare system will be totally overwhelmed in servicing more
Covid-19 patients leaving neighbor island citizens to eventually not have the option to seek
medical care on Oahu.
Given the fact that we are not equipped with an adequate supply of personal protective
equipment for our healthcare professionals nation wide. We can do something about this now on
the Big Island. Needless to say that it is not a matter of if, but a matter of when our healthcare
professionals will no longer be able to service Covid-19 patients on the Big Island in a safe
manner without essential personal protective gear to not put themselves or their families at risk
as they continue to serve the general public.
Here is my idea. . . .We have the Makery in Hilo that I believe if we take action now, so we can
be somewhat better prepared while our Covid-19 numbers are reasonably low. At the Makery in
Hilo,they have commercial grade laser cutting machines that we could produce face-shield
masks that we could fabricate and produce for our island. A face-shield mask design could be
constructed digitally on a computer that this commercial grade lager machines could mass
produce. I have included an image below.

Double stick tape with a strip of foam with elastic can be fabricated to hold mask in place in the
forehead area as seen in this image. The one thing I know for sure is the Big Island's capacity of
its citizens to step up to the plate to help in any way we can as we proved this during Kilauea
Volcano eruption that disrupted our lives. I am sure if called upon,we will have no problem to
figure out a way to fabricate this much needed item that other cities are resorting to reuse and
recycle personal protective gear that are causing healthcare professional to contract Covid-19.
