These funds are to be used to respond to the growing effects of the COVID-19 health crisis. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $1,543,033 CDBG COVID-19 grant. The Office of Housing and Community Development(OHCD) requests that a breach be authorized to submit this bill after the April 2, 2020 submission deadline and that it be waived from the Finance Committee and placed on the on the April 22, 2020 Council agenda, and to waive Council's five-day hold-for-reconsideration in order to expedite this transaction. REQUEST: We request to amend Ordinance 19-73. The 2019-2020 Operating Budget to increase the Budget in the Housing Fund as follows: The Office of Housing and Community Development is requesting the appropriation of a special COVID-19 a"location of$ 1,543,033.00 to CDBG-COVID 19 (Account Number 010.3301.xx). This amount represents a grant provided to the county based on the CARES Act from the U.S. Department of Housing and Urban Development (HUD)to respond to the growing effects of the historic public health crisis of COVI D-19 and is to cover the expenditures account number 010.931.5935.xx.xxx. OHCD requests to breach after the 4/2 deadline and request to bypass Finance Committee and waive the 5 day Council review to enable swift implementation of this CDBG-COVID 19 grant. Please prepare a resolution to allow the Mayor to enter into an agreement to accept the grant. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): This amount is a special grant allocation provided to the county based on the CARES act authorized by the Coronavirus Aid, Relief and Economic Security Acts (CARES Act), Public Law 116-136, which was signed by President Trump on March 27, 2020 to respond to the growing effects of the historic public health crisis. The increase in appropriation reflects an a location to be received from the U.S. Department of Housing and Urban Development for the period July 1, 2019 to June 30, 2020 for CDBG COVID-19. The $ 1,543,033 will be used to prevent, prepare and respond t7 the impact of the coronavirus. Duration would be subject to change, however OHCD's preliminary assessment would be for 2 years to fully expend and close 13-52 Gram Summary Form out the grant. This estimate is subject to change based on the finalization of plans for the grant.
