RESOLUTION NO. 591 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO WEST HAWAII
COMMUNITY HEALTH CENTER, INC.,FOR REIMBURSEMENT OF EXPENSES TO
PURCHASE PERSONAL PROTECTIVE EQUIPMENT DUE TO THE COVID-19
PANDEMIC.
WHEREAS, West Hawai`i Community Health Center, Inc., (WHCHC) is a 501(c)(3)
nonprofit organization that operates community health centers that provide medical and other
services to residents in the Kona district; and
WHEREAS, there is a severe shortage of Personal Protective Equipment(PPE) at
hospitals and healthcare facilities across the island due to the COVID-19 crises; and

WHEREAS, WHCHC provides
Community and PPE is used at all times to protect medical staff,patients, and others when
providing care; and
WHEREAS, WHCHC is requesting a reimbursement of funds for expenses for masks,
gloves, respirators, and other personal protective equipment; and
WHEREAS,the Office of the Prosecuting Attorney, due to the COVID-19 crisis,
supports identifying areas of need and working collaboratively with nonprofits to address
healthcare equipment needs of the community; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to West Hawai`i Community Health Center, Inc.,to
reimburse expenses for personal protective equipment used while providing COVID-19 care and
testing.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
