Written Testimony in Opposition to Resolution 568-20
To: Council Testimony
To the Hawaii County Council and state,
I am in Opposition to this Resolution and attached MOA C-855. .
The resolution asks for reimbursement for 2019-but then incorporates C-855-that agrees to open and
unlimited agreements and reimbursements that can extend perpetually into the uncertain future, This
Council CANNOT obligate "future"councils forever.
- Additionally, the two documents are not time consistent-as the resolution includes 2019 reimbursements
Councils, possiblyforever, is not onlyimmoral, is
only, yet the MOA has NO time limit. To bind future Cou ,
probably illegal, and runs counter to normal operating public policy. It's the setting up of"Buying a Pig in
a Poke"on a "forever" basis.
This is totally unacceptable.
This potential political scam must not see the light of day. I totally object
