Subject: Testimony against resolution 568-20
• Aloha. I am a resident of Hawaii County and this is why I am against Resolution 568-20
•
• Hawaii County should be reimbursed only for expenses incurred until December 31, 2019.
• This is stated on the Agenda but does not appear on the actual resolution.
• There is no termination date on the actual resolution. It states "This MOA shall be terminated once the
joint operation to respond to the TMT protests has ended, or otherwise upon mutual agreement of the
parties."
• There is no total amount of funds on the resolution. By this time, the COH should know exactly how
much is owed.
• This agreement, as proposed, is more aggregious than the original one proposed and rejected by the
County Council on December 18 when $10M was proposed to be reimbursed for up to 5 years.
• Recommend Council not pass this unless they insert exact amount owed as of December 31, 2019 and it
does not allow for future unknown expenses.
• COVID-19 pandemic does not assure that`business as usual" will be conducted. Prior to the Covid
threat, there were reports of the project partners disagreeing with plans to proceed in Hawaii. The TMT
project will be majorly impacted by the world recession. Why promote the construction of a project
which is not fully funded. This is too risky.
In addition anyTMT construction attempts duringthis pandemic and health crisis is inconceivable and are

putting everyone at risk. They should be held personally responsible for any and all repercussions resulting from
anyand all construction attempts should theyproceed at this time.
