RE: Res. 568- 20: AUTHORIZES HORIZES THE OFFICE OF THE MAYOR TO ENTER INTO.A GRANT
AGREEMENT WITH THE STATE OF HAWAII, PURSUANT TO HAWAII REVISED
STATUTES 467 7, FOR A GRANT TO THE COUNTY OF HAWAII Authorizes a
memorandum of agreement with the State of.Hawai 'i to reimburse the County for overtime
cost , supplies, equipment, and other expenses incurred by the Police Department and the Office
of the Mayor through December 31, 2019, in response to the protest activities related to the
construction of the Thirty Meter Telescope on the summit of Mauna Kea, Reference: Comm.

OPPOSE
Aloha Chair and County Council,
We William & Cindy Freitas and I'm Native Hawaiian, descended of the native inhabitants of Hawai'i
prior to 1778 and born and raised in Hawai'i all our life.
We come from a back ground of traditional practices in many ways from makai to mauka.
We, highly recommend that this County Council OPPOSE the Memorandum of Agreement
("MOA")with the State of Hawaii due to the fact that its MOOT.. Again this MOA should have been
taking care of before the MAYOR had sent the Police Department and the Officers to do "WHAT" with
the protectors on the Mauna Kea Access Road.
Furthermore the Mayor ha* misuse and abused his fiduciary duties as MAYOR of the County of
Hawaii in this matter. '
I have faith in the Cogtycouncil integrity to do the right thing and OPPOSE this resolution.
