I oppose Res.: 568-20state reimbursement to Hawai`i County Police Department for the purpose of acting as a
private security force for a conglomeration of corporations and its agenda.
In light of this action, for a resolution to change or manipulate the guidelines and rules already in place for the
protection and safety of the resident population of Hawai`i Island, I further state that no amount of money or
open deadline for reimbursement or blank check option should be approved; doing so is aiding toward the
violation against my basic Civil Rights.
According to the ACLU: "The right to join with fellow citizens in protest or peaceful assembly is critical to a.
functioning democracy and at the core of the First Amendment. Unfortunately, law enforcement officials and.
government leaders sometimes violate this right through means intended to thwart free public expression.
In recent history, challenges to the right to protest have come in many forms. .In some cases, police crack down

I implore you, County Council, not to enter in agreement with HRS. 467 for a grant to the County of Hawaii.
Doing so, for this matter, will leave the people open to any action taken by a corrupt governing body and it will
lessen the need for approval of any kind by the Council.
