I am OPPOSED to resolution 568-20 in its current form,this resolution is WORSE than the previous because it
does not have a specified amount and has no termination date. As Aaron Chung referred to the previous bill as
"the mother of all blank checks", at least that one had an end date and cap on funds - while this one has neither.
I would like to point out that the resolution states it is for the reimbursement of expenditures and costs of
operation in 2019 - ONLY. The resolution does not specify allowing to enter into agreements for future periods,
and certainly not for perpetuity, nor undetermined&unspecified amounts of millions of dollars.
The revolution also seems to be already paired up with the MOA for fat tracking but the MOA does not include
any of the critical details of the reimbursement. In fact after a careful read of the resolution and the MOA, they
do not correlate with one another.
In this time of pandemic crisis, .I support the reimbursement of enforcement expenditures to date but do not
support excess banking of enforcement funds.

Additionally, if possible it would be great to postpone any hearings or approvals until such a time that the public
can attend and be aware of what the council is voting on,with accurate information reflected in the resolution ,
and MOA.
