The State needs to reimburse Hawai'i County for expenses related to the harassment of citizens driving between Hilo and Kona assuming that there might be issues relating to the peaceful stand of civil assistance at the Maunakea access road. An area that the neither the County or State has jurisdiction over. The Resolution uses vague and generalized language and does not specify.HPD obligations in relation to a specific timeframe. It basically only identifies who will be engaged with tasks and not when, where and how it all happens. Resolution 568-20 also needs to specify the exact amount of reimbursements for the period up to December 31, 2019 ONLY. Also, do not propose future reimbursements and do not direct future use of County funds for further enforcement actions. PLEASE REJECT THIS MEMORANDUM OF AGREEMENT and find a better way to get our money back without causing continued adverse harm to our people and aina.
